Early life and background

Ajay Kumar Bhalla was born on 26 November 1960 in Bihar, India. He studied at the University of Delhi, where he completed an M.Sc. in Botany, and went on to earn an MBA from the University of Queensland in Brisbane. He also holds an M.Phil. in Social Sciences from Panjab University, Chandigarh. Bhalla belongs to the 1984 IAS batch and is allotted to the Assam-Meghalaya cadre. His service formally began on 21 August 1984.

Career

Bhalla’s bureaucratic career spans several ministries and senior appointments at the Centre. Early on, he held roles in the Department of Shipping, serving as Director (Ports) from May 2002 to March 2005 and then as Joint Secretary (Ports) from April 2005 to May 2007, overseeing operational and human-resource matters for major ports.

He was appointed Joint Secretary in the Ministry of Coal on 1 July 2010 and later served as Additional Secretary in that ministry from 8 January 2015 to 12 April 2015, when he handled allocation and allotment matters related to coal blocks. On 13 April 2015 Bhalla took up an Additional Secretary post in the Department of Commerce and on 4 August 2015 became the Designated Authority at the Directorate General of Anti-Dumping.

On 20 October 2016 he was named Director General of Foreign Trade, and he also held the additional charge of Director at the Indian Institute of Foreign Trade (IIFT) from 29 November 2016 to 30 June 2017. He was appointed Secretary of the Ministry of Power and served in that position from 30 June 2017 until 25 July 2019.

In 2019 a reshuffle led to his appointment as Officer on Special Duty (OSD) in the Ministry of Home Affairs, and in August 2019 he assumed the post of Union Home Secretary, succeeding Rajiv Gauba. As Home Secretary he was involved in several high-profile national events and administrative responses. Two weeks before Bhalla took charge, the Central government revoked Article 370 for Jammu and Kashmir; he helped coordinate deployment of resources and central agencies to maintain order in the region and was involved in subsequent efforts that the ministry credits with reducing incidents of terrorism and unrest.

During his tenure Bhalla also dealt with the public order and security challenges that followed the enactment of the Citizenship Amendment Act, as well as large-scale farmer protests in Delhi that culminated in unrest at the Red Fort in early 2021. He served a leading role in national pandemic management as a chief nodal official guiding lockdown measures and state responses during Covid-19.

Other initiatives overseen during his time as Home Secretary include the establishment of the Narco Coordination Centre (NCORD), advancing the Criminal Procedure (Identification) Bill, 2022, and actions related to the banning of the Popular Front of India and linked organisations in 2022. Bhalla’s term as Home Secretary was extended multiple times: first in October 2020, and subsequently through consecutive one-year renewals that extended his service well beyond the usual fixed tenure, making him one of the longer-serving occupants of the office in recent decades.
