He earned a Bachelor of Technology in Electrical Engineering from the Indian Institute of Technology, Kanpur, followed by a master’s degree in Development Economics from the University of Minnesota and a PhD in Business Administration from the Carlson School of Management. These academic credentials made him one of the relatively few Indian Administrative Service officers with a doctoral degree from an overseas university.

Career

Kumar joined the Indian Administrative Service in the 1985 batch and began his career in the Kerala cadre. Early assignments included serving as District Magistrate of Palakkad and holding senior management roles in state enterprises: he was managing director of the Kerala State Co-operative Agricultural and Rural Development Bank, general manager at the Kerala State Industrial Development Corporation, and later managing director of Kerala State Electronics Development Corporation Limited (KELTRON), where he worked on modernising operations.

He moved to central government roles in the 2000s, taking on responsibilities in the Ministry of Electronics and Information Technology and serving in the Department of Biotechnology in the Ministry of Science and Technology, as well as a period as deputy secretary in the Ministry of Home Affairs. From 2007 to 2010, he was Principal Secretary for Kerala’s Information Technology Department. Between 2010 and 2014 he was Joint Secretary in the Ministry of Electronics and Information Technology and held additional charge as Director General of the National Informatics Centre, promoting adoption of IT systems within government.

Kumar contributed to national electronics policy and programmes during his time as an additional secretary in the Ministry of Electronics and IT from 2015 to 2019. He was involved in framing the National Electronics Policy in 2012 and took part in Digital India initiatives and implementation of projects such as UPI, Aadhaar, myGov and the Government e-Marketplace. His work covered policy areas including cybersecurity and emerging technologies, and he supported startup development in AI, drone and space sectors.

In 2017 he became the 39th Defence Production Secretary and, on 23 August 2019, assumed the office of Defence Secretary of India, the ministry’s top bureaucratic post. During his tenure he worked on reforms and programmes aimed at strengthening domestic defence manufacturing and self-reliance, including corporatisation measures for the Ordnance Factories Board and supporting the Innovations for Defence Excellence (iDEX) ecosystem. He oversaw commissioning and launches of naval and coast guard vessels, and was involved in initiatives such as the Agniveer recruitment scheme. He served in defence leadership roles through 2022 and retired from defence services in October 2022.

After retirement he mentored technology and defence-related startups, advised institutions and joined corporate and policy boards. In 2023 he was appointed advisor to the board of the US-India Strategic and Partnership Forum and served on the board of Sify Technologies Limited. In 2024 he co-founded MGF-Kavachh, a venture aimed at supporting deep tech startups focused on defence, space and national security.
