Early life and backgroundAli Ahmad Jalali was born in Kabul in 1940 and raised in the Afghan capital. He completed military education in Afghanistan and abroad, earning a bachelor’s degree in Military Operational Art and Science from the Afghan Military University in 1961, a master’s degree in Military Science from the Staff College in 1966, and a PSC from the British Staff College in 1967. He also holds a diploma from the U.S. Army Infantry Advanced Course at Fort Benning, Georgia. He later became a U.S. citizen in 1987.
Career
Jalali built a long career that spans military service, journalism, academia and public administration. Rising to the rank of colonel in the Afghan National Army, he served in command, staff and educational posts and was active in the Afghan resistance during the Soviet invasion in the 1980s. During that period he held advisory and academic roles, including positions at the Foreign Ministry’s Institute of Diplomacy and at the Afghan Resistance headquarters in Peshawar, Pakistan.
Beginning in 1982, Jalali worked for Voice of America in Washington, D.C., where he served as a writer, broadcaster and eventually as chief of the Pashto, Dari and Farsi services. During his time at VOA he covered Afghanistan’s war and later conflicts in the former Soviet Central Asia, travelling throughout Iran and Central Asia as part of his reporting. He remained with Voice of America until January 2003.
In January 2003 Jalali left VOA to return to Afghanistan and take up the post of Interior Minister in President Hamid Karzai’s administration. He served as Interior Minister from 28 January 2003 until his resignation on 27 September 2005. As minister he established the Afghan National Police and a Border Police, organized counternarcotics, counterterrorism and criminal investigation units, and led national initiatives including voter registration, the 2004 presidential election, protection of the Constitutional Loya Jirga, and the 2005 parliamentary elections. He resigned later in 2005, citing a wish to resume academic research; observers also noted disagreements with other senior officials over appointments and counter-narcotics policy.
After leaving the interior ministry, Jalali returned to scholarship and teaching. In October 2005 he became a distinguished professor at the Near East South Asia Center for Strategic Studies (NESA) at the National Defense University in Washington, D.C.

Jalali is a prolific author and analyst on Afghanistan, Iran and Central Asia. His publications include books and articles in English, Pashto and Dari; among his works is a study of Mujahideen warfare against Soviet forces from 1979 to 1989 and a broad military history of Afghanistan. His commentary and analysis have appeared in U.S. and European newspapers and professional journals, and he has been published in outlets such as The Washington Post, The Christian Science Monitor and The New York Times. He has also contributed articles to the professional journal Parameters and has been a frequent television commentator on major networks covering regional security and development topics.
