Early life and background

Amit Agrawal was born on 27 June 1970 in Uttar Pradesh. He grew up in that state and completed a Bachelor of Technology in Electrical Engineering from the Indian Institute of Technology, Kanpur. After clearing the UPSC examination, he trained at the Lal Bahadur Shastri National Academy of Administration in Mussoorie before beginning his administrative career.

Career

Agrawal entered the Indian Administrative Service in the 1993 batch and was allotted the Chhattisgarh cadre. His first posting as a frontline officer began on 22 June 1994 when he served as Assistant Collector in the General Administration Department. He was subsequently promoted to Sub-Divisional Officer and held SDO postings in Gwalior and Jhabua in the early years of his career.

From June 1997 to September 2000, Agrawal served as Chief Executive Officer of the District Panchayat in Dhar within the Panchayat and Rural Development Department. He later moved to Bhopal as Mission Director for the Rural Development Department, where he led watershed-related initiatives.

Over the next decade he progressed through a range of state government roles in Raipur and Mahasamund, including Deputy Secretary positions in General Administration and Information Technology, District Collector of Mahasamund, and Joint Secretary roles in Technical Education, Biotechnology and Information Technology. He also served in several finance-related capacities in Chhattisgarh, including Joint Secretary, Managing Director, Director and Officer-on-Special-Duty in the Finance Department.

Agrawal first moved on central deputation on 8 July 2004, joining the Prime Minister's Office in New Delhi as Deputy Secretary. He later became a Director in the PMO and was a member of the Economic Advisory Council to the Prime Minister for part of 2012.

He returned to state service at times, holding posts such as Secretary of the Technical Education Department, Commissioner of Commercial Taxes, and Secretary of Finance and Commercial Taxes in Raipur. On 26 December 2016 he began a second central deputation as Joint Secretary in the Department of Financial Services (Finance), a role he occupied for roughly four years before being promoted to Additional Secretary of Finance. From 23 May 2022 to 11 June 2023 he served as Additional Secretary in the Ministry of Electronics and Information Technology.

On 20 June 2023, Agrawal was appointed Chief Executive Officer of the Unique Identification Authority of India (UIDAI), succeeding the previous incumbent. The Personnel Ministry order accorded him the rank and pay of an Additional Secretary to the Government of India.

Public profile

Agrawal is known for his expert involvement in information technology and e-governance initiatives. During his assignments he contributed to innovation projects and took part in work on the Digital Personal Data Protection Bill that was under consideration for parliamentary debate in 2023.

In addition to his UIDAI responsibilities, he holds leadership or board roles connected to national digital infrastructure: he serves as Chairman of the National Digital Communications Policy Committee, non-executive Chairperson of National Informatics Centre Services Incorporated, and as a director on the boards of the National Institute of Smart Government and the Data Security Council of India.
