Early life and backgroundAmit Khare was born on 14 September 1961 in Jharkhand and grew up in Ranchi. He attended Kendriya Vidyalaya, Hinoo, where his school years left a lasting impression; he credits his principal with instilling values of honesty and fearlessness. Khare later studied physics at St. Stephen’s College, Delhi, earning a B.Sc. (Hons.), and went on to complete an MBA at the Indian Institute of Management, Ahmedabad. He also undertook a certificate course in public administration at Syracuse University.
Career
Khare joined the Indian Administrative Service in 1985 and was allotted the Jharkhand cadre. After training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, his early postings included Assistant Collector and a series of district- and state-level assignments. Over the following decades he moved between field postings and central government roles, taking on responsibilities in areas such as education, finance, revenue, and information and broadcasting.
During the 1990s Khare served as District Collector and District Magistrate in several districts and held positions connected to human resource development and elementary education. He was involved in administrative work that later became associated with exposing irregularities in district-level animal husbandry accounts in the mid-1990s. He has been credited with introducing a combined medical and engineering entrance examination in Bihar in 1997.
At the central level, Khare occupied senior secretarial and joint-secretary posts in departments including Higher Education, Information and Broadcasting, and Chemicals & Fertilizers. He served as Principal Secretary to the Governor of Jharkhand for a sustained stint, and later held the post of Principal Secretary Finance and Additional Chief Secretary for banking and finance in his cadre. From 16 December 2019 until his retirement at the end of September 2021 he was Secretary of the Ministry of Education’s Department of Higher Education.
Khare’s tenure as Secretary of the Ministry of Information and Broadcasting is noted for initiatives described as significant reforms to the ministry. He was also involved in the development and implementation of the National Education Policy 2020, which the cabinet approved in July 2020.
After formal retirement from the civil service on 30 September 2021, Khare was brought back to government service on a contractual basis when he was appointed as an advisor to the Prime Minister in October 2021 for a two-year term.
