Early life and background
Anand Mohan Singh Tomar was born on 28 January 1954 in Pachgachhia village in Saharsa district, Bihar. He grew up in a farming family and left college in 1974 to join the political movement led by Jayaprakash Narayan against the Emergency. During the Emergency he was detained under the Maintenance of Internal Security Act and remained imprisoned until 1977.

Career
Anand Mohan Singh’s political life spans several parties and electoral victories. He joined the Janata Dal in the late 1980s and won a seat in the Bihar Legislative Assembly from the Mahishi constituency in 1990. In 1993 he left Janata Dal and founded the Bihar People’s Party (BPP). He later became associated with the Samata Party and won the 1996 general election from the Sheohar parliamentary constituency on the Samata Party ticket. He subsequently contested and won the 1998 general election from Sheohar as a candidate of the All India Rashtriya Janata Party. He has also been a member of the Ministry of Power’s Consultative Committee.

Electoral fortunes varied in later years: he ran unsuccessfully from Sheohar in 1999 and again in 2004 on a BPP ticket, and in 2004 he merged the Bihar People’s Party with the Indian National Congress.
