Early life and background

Angellica Aribam was born on 22 January 1992 in Imphal, Manipur. She moved to New Delhi at the age of 12 to continue her schooling and attended Kendriya Vidyalaya, Andrews Ganj. She went on to study Biochemistry with honors at Sri Venkateswara College, Delhi University, graduating in 2012. Later she pursued a Master’s degree in Public Policy at Peking University, China.

She is the youngest of three siblings. Her father is Aribam M Sharma and her mother was Thoibi Devi.

Career

Aribam’s public profile grew through student politics at Delhi University. In 2012 she was elected to the Delhi University Students’ Union Executive Committee from the Campus Law Centre, and that year she was appointed National Secretary of the National Students’ Union of India (NSUI). She served in NSUI leadership roles through 2017, including as National General Secretary from 2016 until her resignation in July 2017.

Her work in student and youth politics included co-authoring the Indian National Congress student manifesto during the 16th Lok Sabha elections and representing the party delegation abroad. She participated as a delegate to China in 2015 and to Israel in 2018, and she spoke at an AICC session in Jaipur in 2013 on challenges faced by the northeast diaspora.

Outside partisan work, Aribam founded Femme First Foundation on 24 June 2019, a nonprofit focused on training and grooming young women political leaders in India. Her activism emphasizes women’s political representation, gender quotas, capacity building for women in parties, and campaigning for the Women’s Reservation Bill.

Aribam has also been active on issues of racial discrimination against people from India’s northeast. She has campaigned for implementation of recommendations from the Bezbaruah Committee, petitioned the prime minister during a wave of racial harassment in 2020, and worked on public awareness and legal complaints related to online racial abuse.

Her activism has extended to public health and prison reform: she has campaigned for hygienic sanitary provision for women in custody and pressed police authorities to ensure access to sanitary products after a personal experience in detention drew attention to the issue.

Public profile

Aribam has been recognized in several forums for her work. In 2017 she was included in Forbes India’s Under 30 list for contributions to politics and policy. In 2016 she was named among seven women from India’s northeast highlighted by SheThePeople.TV. She received a VVEngage fellowship in 2018, a program that offers leadership training to young women leaders and mentorship from former heads of government and academic experts.

A prolific writer and commentator, Aribam has published articles addressing gender, race, climate, education policy, internet freedom, and Indian politics. Topics she has written about include net neutrality and differential pricing for internet access, racial attacks on northeastern Indians, women’s reservation in politics, sexism in everyday life, and the role of women in political leadership.

Her political work placed emphasis on net neutrality in 2015 when differential pricing by telecom companies sparked nationwide debate. She has framed internet freedom as a civil-rights issue and advocated in public fora against policies that allow differential access.

Personal interests and values

Aribam identifies as an intersectional, fourth-wave feminist and centers inclusion of marginalized communities in decision making. In public statements she has reflected on the extra responsibilities faced by public representatives from minority communities.

In her personal time she enjoys cooking, reading and modelling. She has also been arrested during a 2015 protest demanding improved security and menstrual health provisions for women; that experience helped launch her campaign to provide sanitary pads across police stations and jails.
