Early life and backgroundAnne E. Kirkpatrick was born in Memphis, Tennessee, in 1959 and grew up in that city. She finished high school at Hutchison School in Memphis in 1977 and pursued higher education through a combination of liberal arts, psychology and law. Kirkpatrick earned a Bachelor of Arts in Business Administration from King College, followed by a Master of Science in Counseling Psychology from the University of Memphis. She later completed a Juris Doctor at Seattle University School of Law and attended several FBI leadership programs, including the FBI National Academy and executive development courses.
Career
Kirkpatrick began her policing career in Memphis, working as a patrol officer in the early 1980s and serving in the Organized Crime and Narcotics units. After roughly three and a half years with the Memphis Police Department she took educational leave to pursue law studies in Washington state.
In 1987 she joined the Redmond, Washington Police Department as a sergeant, a post she held through 1995. During her time in Redmond she took on additional responsibilities such as assistant commander, criminal procedure instructor, and TAC officer, and she contributed as a legal instructor for the Washington State Criminal Justice Training Commission.
Between 1995 and 1996 Kirkpatrick worked in academia as an instructor at Green River Community College in Auburn, Washington, where she acted as ad hoc director of the criminal justice program and developed courses covering community-oriented policing, domestic violence, and police administration.
Her first chief of police appointment was in Ellensburg, Washington, where she served from 1996 to 2001. She then moved to lead the Federal Way Police Department from 2001 until 2006. In 2006 she became chief of police in Spokane, Washington, a role she held until retiring in January 2012.
Following that retirement, Kirkpatrick joined the FBI’s LEEDA leadership program as an instructor, teaching leadership to mid- and senior-level law enforcement executives. She later served as undersheriff of the King County Sheriff’s Office in Seattle from December 2012 to July 2014 and continued work as a master instructor for LEEDA beginning in July 2014.
In 2016 Kirkpatrick was among the candidates considered for superintendent of the Chicago Police Department and was subsequently appointed chief of the department’s Bureau of Professional Standards for a short period. On January 4, 2017, she was named chief of police in Oakland, California, becoming the first woman to lead that department; she took the oath of office on February 27, 2017.
Kirkpatrick’s time in Oakland ended in early 2020 when the Police Commission removed her from the post. She pursued legal action against the City of Oakland alleging wrongful termination; portions of that dispute were resolved in her favor, including a year’s pay award in May 2022 and a later settlement in July 2022.
In September 2023 Kirkpatrick was appointed superintendent of the New Orleans Police Department and she took the oath of office in November 2023. While serving in New Orleans, she led the department through a high-profile mass-vehicle attack in 2024 that resulted in multiple deaths and injuries and was treated by authorities as an act of terrorism.
