Annies Kanmani Joy was born on 23 April 1985 in Pampakuda village in the Ernakulam district of Kerala. She grew up in a farming family; her parents are Parappalil Joy and Leela. Joy completed her school education at Fathima Matha School and later at Mount Carmel School in Kottayam. She went on to study nursing, earning a B.Sc. in Nursing with a one-year internship at Trivandrum Medical College under the University of Kerala, completing that course in 2009.

Career

Joy entered the Indian Administrative Service in the 2012 batch and was allotted the Karnataka cadre. She received her junior scale training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie between 2012 and 2014. Early postings included serving as Assistant Commissioner at Bidar Sub Division from November 2014 to December 2015 and a brief stint as Chief Executive Officer at Karnataka Bhavan, New Delhi, in January 2016.

She later held several local governance roles in Tumkur, including Chief Executive Officer of Tumkur Panchayats and CEO of Zila Panchayat Tumkur between late 2016 and early 2019. In February 2019 she took charge as Deputy Commissioner (District Collector) of Kodagu district in Karnataka, a position she held through January 2021.

During her tenure in Kodagu, Joy is recorded as having rejected hundreds of applications to convert agricultural land for commercial use, acting on advice from an expert committee. In response to major landslides in 2018 that caused civilian losses, she worked alongside district officials on-ground during rescue and search operations and was recognized for those efforts.
