Early life and backgroundAnup Chandra Pandey was born on 15 February 1959 in Meerut, Uttar Pradesh, and has roots in Chandigarh where he completed his schooling at Govt. Model Senior Secondary School, Sector-16. He trained initially as an engineer, earning a bachelor’s degree in mechanical engineering from Punjab Engineering College, Chandigarh. He went on to complete an MBA in materials management at Panjab University and later obtained a Ph.D. in ancient history from Magadh University, Bihar.
Career
Pandey joined the Indian Administrative Service in the 1984 batch and began his career as an Assistant Magistrate in Lucknow. Over a long tenure in the Uttar Pradesh cadre and in central postings, he held a series of senior administrative responsibilities. His roles in the state included serving as Finance Commissioner, Additional Chief Secretary (Finance and Institutional Finance), and ultimately Chief Secretary of Uttar Pradesh, a post he held until his retirement from active service on 31 August 2019.
At the state level he chaired Udyog Bandhu and was closely involved in organizing the 2018 investors’ summit, an event that brought international and domestic delegations together and resulted in large-scale investment commitments for the state. In central government assignments, Pandey served as Joint Secretary in the Union Ministry of Labour and Employment, where he represented India at international forums including G20 and ILO meetings.
After retirement from the IAS, Pandey was appointed by the President of India as an Election Commissioner. He assumed office on 9 June 2021 as part of the three-member Election Commission alongside Chief Election Commissioner Sushil Chandra and fellow Election Commissioner Rajiv Kumar.
Public profile
Pandey’s academic interests extend beyond public administration. Drawing on his doctoral research in ancient history, he authored a book titled Governance in Ancient India, which examines the development and structures of civil governance from the Rig Veda period up to around 650 AD.
