Early life and background

Anwar ul Haq Kakar was born in 1971 in the Muslim Bagh area of Killa Saifullah district in Balochistan, Pakistan. He belongs to the Kakar tribe of Pashtuns and was raised in a family connected to public service; his father, Ehtesham ul Haq Kakar, worked as a government officer. Kakar attended St. Francis Grammar School in Quetta and later enrolled at Cadet College Kohat, where he left his studies after the passing of his father and returned to Quetta.

He completed higher education at the University of Balochistan, earning a master’s degree in political science and sociology. At one stage he moved to London to pursue legal studies, but he returned to Pakistan in 2005. After his return he taught for a period to stabilize his finances before moving more fully into public life.

Career

Kakar entered politics in 1999. Over the following decades he was affiliated with several parties: he joined Pakistan Muslim League - Q in 1999, later had ties with Pakistan Muslim League - N, and was a founding figure in the Balochistan Awami Party (BAP) in March 2018.

He contested a national election from a Quetta constituency on a PML-Q ticket in 2008 but did not win. In March 2018 he became an independent senator representing Balochistan in the Senate of Pakistan. While a senator from March 2018 until August 2023, he chaired the Committee on Overseas Pakistanis and Human Resource Development and served on committees including the Business Advisory Committee, Finance and Revenue, Foreign Affairs, and Science and Technology.

Kakar has also been involved in public-facing academic work. He has lectured on international relations as a visiting faculty member at the Command and Staff College in Quetta and at the National Defence University in Islamabad, and he has engaged with multiple policy think tanks focused on foreign policy and regional dynamics in South Asia.

Caretaker premiership

In August 2023 Anwar ul Haq Kakar was sworn in as Caretaker Prime Minister of Pakistan under the framework of Article 224-A of the Constitution. His appointment to lead the caretaker government was approved by the President of Pakistan, Arif Alvi. He succeeded Shehbaz Sharif as the country's 8th caretaker prime minister.
