He grew up in a middle-class family; his father died during his childhood and his mother worked as a daily-wage labourer to support the household. Munda completed his schooling in Jamshedpur, passing matriculation through the Bihar School Examination Board, and went on to study at Ranchi University where he earned a BA in Political Science. He later obtained a diploma in social science from Indira Gandhi National Open University in 1994.

During his student years at Ranchi University he became active in student politics and joined the All Jharkhand Students Union, taking part in the movement that advocated for creation of a separate Jharkhand state.

Career

Munda’s political career began in the context of Jharkhand’s agitation for statehood and moved into electoral politics in the 1990s. He contested state assembly elections from the Kharasawan (ST) constituency and was elected to the Bihar Legislative Assembly in 1995. Following the creation of Jharkhand from Bihar in 2000 he continued to represent Kharasawan in the new Jharkhand Vidhan Sabha.

Over the years Munda has been associated with both the Jharkhand Mukti Morcha and the Bharatiya Janata Party. He has held the chief ministership of Jharkhand on multiple occasions, first replacing Babulal Marandi and later serving further terms, including a second tenure from 12 March 2005 to 19 September 2006 and a third tenure at a later date. He has also served as leader of the opposition in the Jharkhand assembly between 2006 and 2008.

At the national level Munda won a Lok Sabha seat from the Jamshedpur constituency in 2009. He served on parliamentary committees including the Consultative Committee on Social Justice and Empowerment and the Standing Committee on Energy. After resigning from the Lok Sabha in 2011 he returned to state politics by winning a Jharkhand by-election from Kharasawan the same year and later won a by-election from the Khunti constituency in 2019.
