Early life and background
Arjun Ram Meghwal was born on 20 December 1953 in Kismidesar village in Bikaner, Rajasthan. He grew up in a family of traditional weavers and helped with the family craft while attending the local government school. Meghwal completed his schooling in the village and went on to study at Government Dungar College in Bikaner, where he earned a BA, an LLB and an MA in Political Science. He later completed an MBA at the University of the Philippines.

Meghwal married Pana Devi while still young and continued his studies after marriage. His parents, Lakhu Ram Meghwal and Heera Devi Meghwal, worked as weavers. He belongs to the Dalit community and identifies as Hindu.

Career
Meghwal began his professional life in government service. After working as a telephone operator in the Indian Post and Telegraph Department, he prepared for competitive examinations and succeeded in the Rajasthan Administrative Services (RAS) on his second attempt in 1982. Over the years he held a variety of roles in the Rajasthan state administration, including Additional Collector (Development) in Barmer and District Magistrate (Collector) of Churu. He was promoted to the Indian Administrative Service in 1999.

In 2009 Meghwal took voluntary retirement from the administrative service and entered electoral politics as a member of the Bharatiya Janata Party (BJP). He was elected to the Lok Sabha from the Bikaner constituency in 2009, and was re-elected in 2014, 2019 and 2024. During his parliamentary career he has served on numerous committees, including standing committees on Defence, Science and Technology, Environment and Forests, Railways, Personnel/Public Grievances/Law and Justice, and Estimates. He has also been a member of several consultative and advisory bodies such as the Business Advisory Committee, the Committee on Ethics, and the Indian Parliamentary Group.

Within the BJP, Meghwal has held organisational responsibilities including vice-president of the party’s Rajasthan unit and membership of the party’s National Executive. He served as Chief Whip of the Lok Sabha for the BJP starting in July 2014.

Meghwal has held several ministerial assignments in the Union government. From July 2016 to September 2017 he was Minister of State for Water Resources as well as Minister of State for Finance and Corporate Affairs. He was appointed Minister of State for Parliamentary Affairs in September 2017. After the 2019 election he served as Minister of State for Heavy Industries and Public Enterprises until July 2021. In May 2023 he took on the role of Minister of Law and Justice. He was part of Prime Minister Narendra Modi’s Council of Ministers from 2016.

Public profile
Meghwal’s parliamentary contributions and public persona have drawn attention on several fronts. He received the Best Parliamentarian Award in 2013. Known for visibly displaying his Bikaneri identity, he has been photographed riding a bicycle to Parliament in traditional Rajasthani attire including a turban, kurta-pyjama and sleeveless jacket.

A maternal cousin, Madan Gopal Meghwal, is also active in politics.
