Early life and background

Arup Mohan Patnaik was born on 8 September 1955 in Bhubaneswar, Odisha. He grew up with connections to Ajmer, Rajasthan, and attended Mayo College in Ajmer. Patnaik completed a B.Sc. (Honours) in Chemistry from Delhi University in 1975 and later earned an LLB from the University of Bombay in 1995. Before entering the civil services, he worked for two years as a probationary officer at the State Bank of India.

Career

Patnaik joined the Indian Police Service in the 1979 batch and was allotted to the Maharashtra cadre. Over a policing career spanning more than three decades he held a wide range of operational and leadership posts across the state.

Early field assignments included roles as probationary assistant superintendent of police in Nasik (1981–82) and superintendent of police in Latur (1983–86) and Jalgaon (1988–91). He served as Deputy Commissioner of Police in Nagpur City (1986–88) and later as DCP Zone VII in Mumbai from March 1991 to March 1994.

From 1994 to 1999 Patnaik served on deputation to the Central Bureau of Investigation as Deputy Inspector General in the Bank Security & Fraud Cell. On return to Maharashtra, he took on senior city and state responsibilities including Additional Commissioner of Police, South Mumbai (1999–2001), Inspector General of Police for the State Reserve Police Force (2001–05), Joint Commissioner of Police (Law & Order) (2005–07) and Additional Director General of Police (Traffic) for the state (July 2007–February 2011).

He was appointed Commissioner of Police, Mumbai, in 2011 and served in that post until his retirement on 30 September 2015. During his tenure he led operations and enforcement drives aimed at curbing organised crime and illegal establishments. Earlier in his career he participated in major actions such as the 1991 Lokhandwala operation and was part of investigative work after the 1993 Bombay blasts, including involvement in a large seizure of explosive material.

Patnaik represented India at international policing forums and training programmes. His overseas engagements included attendance at Interpol in Lyon, participation in anti–money laundering workshops in Tokyo, meetings with the Metropolitan Police in London regarding CCTV planning for Mumbai, and leading a team to Los Angeles for counter‑terrorism training with the FBI and LAPD.

Over the course of his service Patnaik received the Indian Police Medal for Meritorious Service in 1994 and the President's Police Medal for Distinguished Service in 2003.
