Early life and background

Athar Aamir-ul-Shafi Khan was born on 5 September 1992 in Devipora, Mattan in Anantnag district, Jammu & Kashmir. Raised in Anantnag, he completed his early schooling at local institutions including Evergreen Public School and later attended Tyndale Biscoe School in Srinagar. From a young age he showed academic promise, winning recognition at a national science event in 2007.

He went on to study engineering at IIT Mandi in Himachal Pradesh, where he earned a B.Tech in Electrical Engineering. During his time at IIT he developed an interest in humanities topics, which contributed to his decision to prepare for the civil services. Inspired by the accomplishments of other Kashmiri civil servants, he shifted his focus to the UPSC examination.

Career

Athar entered the Indian Administrative Service after clearing the Civil Services Examination (UPSC 2015) with the second overall rank in 2016, achieving 1,018 marks. He chose Geography as his optional subject for the examination. Before joining the IAS training, he had also cleared a railway exam in 2014 and was offered a role in the Indian Railway Traffic Service, which he declined in favour of IAS training.

During his foundational training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, he and several peers took study trips abroad. Athar had indicated Jammu & Kashmir as his first preference for cadre placement, motivated by a desire to work for his home region, but was allotted the Rajasthan cadre.
