Early life and backgroundBhukya Chandrakala Niru, popularly known as B. Chandrakala and nicknamed “Lady Dabang,” was born on 27 September 1979 in Garjanapalli, Yellareddy Mandal, Karimnagar (then in Andhra Pradesh, now in Telangana). She is the third child of B. Kishan, a retired senior technician with Fertilizer Corporation of India in Ramagundam, and B. Lakshmi, an entrepreneur. Raised in a tribal community (Banjara tribe), Chandrakala grew up in Karimnagar and attended Kendriya Vidyalaya, Ramagundam for her schooling.
She pursued higher education in Hyderabad, earning a B.A. in Geography from Osmania University’s Hyderabad College for Women and later completing an M.A. in Economics through distance education at Osmania University. During her second year of undergraduate study she married A. Ramulu, an executive engineer associated with the Ramsagar project.

After marriage Chandrakala began preparing for public service examinations. She topped the SC/ST category in Andhra Pradesh Public Service Commission Group 1 examinations and served as Deputy Registrar of Cooperative Societies before setting her sights on the Indian Civil Services.
