Biplab Kumar Deb was born on 25 November 1971 in Kakraban, Udaipur, Tripura. He grew up in the same town and completed his schooling at Tripura Udaipur Government School. He later pursued higher education at Tripura University in Agartala and at the University of Delhi, earning a Bachelor of Arts and additional postgraduate qualifications.
