Early life and background

Brajesh Thakur was born on 4 November 1968 in the village of Pachdahi in the Madhubani district of Bihar. He grew up in a family with media and public service connections: his father, Radha Mohan Thakur, worked as a teacher and later started the Hindi newspaper Pratah Kamal, while his mother, Manorama Devi, worked as a health worker and auxiliary nurse midwife in their village. Thakur is identified with the Bhumihar caste, follows Hinduism and is a Scorpio by zodiac sign.

Thakur is married to Kumari Asha, who worked as a teacher at R S College in Muzaffarpur. The couple have three children: two sons, Rahul Anand and Mehul Anand, and a daughter, Nikita Anand. Rahul Anand has been involved in the family newspaper as editor of the Hindi daily Pratah Kamal and has also contested local Zilla Parishad elections. Career

Thakur began his professional life in journalism and later engaged in local politics. After his father founded Pratah Kamal in 1982, Thakur took over the paper following his father’s death and served as its editor and publisher. Under his ownership the newspaper and associated operations expanded; Thakur secured Press Information Bureau accreditation and launched additional publications, including an English newspaper and an Urdu title in 2012.

Alongside media work, Thakur cultivated relationships with regional political figures and worked with others to contest assembly elections in the Kurhani constituency in the 1990s and 2000s. He contested the Kurhani seat in 1995 and again in 2000. Over time he built a network that helped him obtain contracts and government funding for various projects, and he established a number of nongovernmental organisations and welfare institutions in Bihar, including Balika Griha in Muzaffarpur in 2013.

Public profile

Thakur’s local prominence included ownership of multiple properties and enterprises. By 2018 reports listed residential buildings across cities such as Palam (Delhi), Samastipur, Darbhanga, Motihari, Patna and Muzaffarpur; a three-storey building adjacent to the newspaper office; a hotel in Muzaffarpur; and agricultural land in Samastipur and his native village. He also operated a group of NGOs registered under different names.

Allegations, investigation and conviction

In 2018 allegations surfaced regarding serious abuses at Balika Griha, the shelter home run by organisations linked to Thakur. A 2017 field visit by a government official raised concerns about the conditions there, and a 2018 survey by a team from the Tata Institute of Social Sciences documented complaints by residents of the shelter home that they were being mistreated and sexually abused. After media attention intensified, the Bihar government reviewed the reports and authorities rescued dozens of girls from the facility in May 2018.

An FIR naming Thakur and multiple others was filed on 31 May 2018. Subsequent investigations involved local police, the state Women and Child Development Ministry and ultimately the Central Bureau of Investigation. The shelter was sealed by the ministry in June 2018, and the Supreme Court took suo moto cognizance of the matter in August 2018. Victim testimony and medical examinations recorded widespread sexual abuse among residents; authorities also investigated allegations that some children had gone missing and may have died on the premises.

The case was transferred to a POCSO (Protection of Children from Sexual Offences) court in Delhi at the request of the CBI, and trial proceedings were conducted there. In a detailed judgment the court convicted Thakur of a range of offences, including criminal conspiracy, causing hurt by dangerous means and offences under the POCSO Act and the Juvenile Justice Act, and sentenced him to life imprisonment.

Public reaction

The revelations from the shelter home sparked public outrage across India. Media coverage, civil society concern and demonstrations, including candlelight marches, demanded accountability and criticized the slow response of authorities. The scandal also prompted calls for political resignations and intensified scrutiny of oversight of NGOs and child welfare institutions.
