Early life and background

C. V. Ananda Bose was born on 2 January 1951 in Mannanam, Kottayam, Kerala. He completed undergraduate and postgraduate studies in English at Kuriakose Elias College, Mannanam and St. Berchmans College, Changanassery, and went on to earn a Ph.D. in Housing and Environment from Birla Institute of Technology and Science, Pilani. Raised in a Malayali family, his father P. K. Vasudevan Pillai was a freedom fighter and his mother C. Padmavathy Amma worked in government service.

Bose developed strong skills in public speaking during his student years, taking part in numerous debates and elocution competitions. He trained at the Lal Bahadur Shastri National Academy of Administration after selection to the civil service and later completed a long career in government.

Career

Ananda Bose joined the Indian Administrative Service in the 1977 Kerala cadre. Over a career that spanned more than three decades he held a wide range of field and secretariat roles at district, state and central levels. His early postings included assistant collector and sub-collector assignments in Kasargod and a district collectorship in Kollam. He served in multiple secretary and principal secretary positions in Kerala government departments, including revenue, labour, higher education, forests and welfare portfolios.

At the central level he held posts such as Joint Secretary in Atomic Energy (Mumbai), Additional Secretary in Agriculture and Cooperation, and senior management roles in public sector undertakings, including a term as managing director of NAFED in New Delhi. Towards the end of his administrative tenure he served in culture affairs roles at the National Museum before retiring from the IAS on 20 September 2011.

Bose’s work emphasized affordable housing, urban development and habitat management. He founded and promoted institutional initiatives such as the Nirmithi Kendra (Building Centre), District Tourism Council and Dhanvantri fair price medicine shops. His Gramotsava programme in Kasargod was piloted for time-bound rural development and was later scaled across parts of Kerala.

After retirement he continued public service in advisory and leadership capacities. He chaired government-owned corporations, worked with Habitat Alliance in consultative status with UN ECOSOC, served on the UN-Habitat Governing Council and acted as an advisor to state government. He entered party politics in 2019 by joining the Bharatiya Janata Party.

In November 2022 the President of India appointed Ananda Bose as the twenty-second governor of West Bengal. He assumed office on 23 November 2022 and took the oath at Raj Bhavan in Calcutta in the presence of state leaders and the Chief Justice of the Calcutta High Court. On taking charge he described the role as an opportunity to be of service to the people of West Bengal.
