Chander Parkash Kathuria was born on 19 December 1969 in Shekhpura Suhana, a small Punjabi family village in Karnal, Haryana. Raised in a farming household, his father worked as a farmer. Kathuria left formal schooling after reaching BA second year. In his early working life he did manual labour and trained himself as a mason; within a short time he advanced to supervision and then became a small-time contractor.

Kathuria’s political activity dates to 1995, when he entered public life with the Haryana Vikas Party. He was appointed Karnal Youth President early in that period, and later served a four-year term as District General Secretary. When the Haryana Vikas Party faced a merger decision, Kathuria chose not to join the Indian National Congress. Influenced by the ideology of the Rashtriya Swayamsevak Sangh and meeting BJP leaders, he switched allegiance in 2004 and joined the Bharatiya Janata Party alongside other leaders and workers.

His record includes service as a State Executive Member, District President, State Vice President of a business association, State Minister-level roles, state secretary, and district in-charge for multiple districts. In December 2016 Kathuria was appointed chairman of Haryana Sugarfed. He also laid a foundation stone for a new sugar mill to address long-standing demands from farmers in the Panipat and Karnal regions.
