Early life and background

Chhavi Ranjan was born on 29 December 1981 in Kadma, Jamshedpur, then part of Bihar. He grew up in Jamshedpur and attended St Mary's Hindi High School in Bistupur through tenth grade before completing his higher secondary studies at Vidya Bharati Chinmaya Vidyalaya in Telco Colony. He studied physics at St Stephen's College, Delhi, earning a Bachelor of Science (Honours) and then a Master of Science in Physics, both with first division.

Career

Ranjan secured All India Rank 125 in the 2011 UPSC examination and joined the Indian Administrative Service the same year. His initial administrative training took place at the Lal Bahadur Shastri National Academy of Administration in Mussoorie from August 2011 to May 2012.

Following training, he served in several district and state-level roles across Jharkhand. Early field postings included Assistant Collector and Additional District Magistrate of Dumka district, Sub Divisional Magistrate/Sub Divisional Officer in Chakradharpur, and Deputy Development Commissioner of Lohardaga district. In 2015 he was Deputy Commissioner of Koderma district and later served as Municipal Commissioner of Dhanbad Municipal Corporation.

From mid-2016 he moved into state secretariat roles, serving as Joint Secretary in the Department of Food, Public Distribution & Consumer Affairs. He returned to district administration as Deputy Commissioner of Seraikela Kharsawan from 2017 to 2019, and then led the Jharkhand agriculture department as Director from July 2019 to July 2020.

Ranjan was appointed Deputy Commissioner of Ranchi from July 2020 to July 2022, where he launched initiatives described as Project Pavitra, Wall of Transparency, Bhoomi Vivad Nivaran and Sarkar Aapke Dwar. In July 2022 he became Director of Social Welfare and Social Security for the Jharkhand government.
