Early life and backgroundDoddakoppalu Kariyappa Ravi, commonly known as D. K. Ravi, was born on 10 June 1979 in Kunigal taluk of Tumkur district, Karnataka. He completed an undergraduate degree in agriculture and went on to pursue postgraduate study in nematology. Before joining the civil services, he worked for over a year and a half as a Sub Inspector of Excise with the Karnataka State Excise Department.
Career
Ravi cleared the civil services examination and was part of the 2009 batch assigned to Karnataka cadre. He trained at the Lal Bahadur Shastri National Academy of Administration in Mussoorie during his probation between August 2009 and August 2011. Early in his administrative career he served as Assistant Commissioner in Gulbarga from August 2011 to December 2012.
He rose to public attention while serving as Deputy Commissioner of Kolar district from August 2013 to October 2014. In Kolar he took visible action against illegal encroachment of government land and rampant sand mining. He introduced initiatives such as Revenue and Podi adalats during his tenure; these measures were noticed by the state government and later implemented more broadly. His policing of land and sand mafias and reputation as a pro-people administrator led to considerable local popularity in Kolar.
On 29 October 2014 Ravi was posted as Additional Commissioner of Commercial Taxes (Enforcement) in Bangalore. In this role he prioritized enforcement against tax evasion. He prepared a list of the top 50 tax defaulters and set an ambitious collection target of Rs 1,000 crore from those evaders. On 16 March 2015 Ravi was found dead at his apartment in the St John’s Woods complex near Koramangala, Bangalore. He was 35 years old at the time.
