Doddalahalli Kempegowda Shivakumar was born on 15 May 1962 in Kanakapura, Bengaluru, Karnataka. Raised in a family rooted in the region, he attended National Public School in Bengaluru through the eighth grade before moving on to RC College in the city. His formal academic record later includes a Master of Arts in Political Science that he completed in 2006 from Karnataka State Open University, Mysore.

Shivakumar belongs to the Vokkaliga community and follows Hinduism. His parents are D. K. Kempegowda and Gouramma. He has a brother, D. K. Suresh, and a sister, Manjula Shantachandra.

Career

Shivakumar’s political career began in student and youth politics. He served as General Secretary of the Karnataka State Youth Congress in the mid-1980s and entered electoral politics at a young age. In 1989, at 27, he won his first election to the Karnataka Legislative Assembly from the Sathanur constituency in Mysuru district.

Over subsequent decades he built a long legislative career, serving as an MLA for eight terms. He held several ministerial portfolios in the Karnataka government: Minister of Prisons and Homeguards (1990–1992), Minister of Urban Development (1999–2004), Minister of Energy (2014–2018), and Minister of Major Irrigation and Medical Education (2018–2019). He represented Sathanur through the 1990s and 2004, and from 2008 onward he won elections from the Kanakapura constituency, including in 2008, 2013, 2018 and 2023.

Within the Congress party apparatus in Karnataka, Shivakumar has been a prominent organizer and leader. He served as Working President of the Karnataka Pradesh Congress Committee from 2008 to 2010 and became KPCC President on 2 July 2020.
