Early life and backgroundRoopa Divakar Moudgil was born on 12 July 1975 in Davanagere, Karnataka. She grew up in a family with parents who worked in public-sector roles—her father served as an engineer at BSNL and her mother worked in the postal department. Roopa completed her schooling in Karnataka and developed an early interest in the uniformed services, joining the National Cadet Corps in ninth grade and representing her state at the Republic Day Camp in New Delhi.
Her undergraduate studies were at Kuvempu University, where she graduated with a gold medal. She went on to earn a Master of Science degree in Psychology from Bangalore University. During her college years she participated in fashion shows and was crowned Miss Davanagere, while continuing her involvement with the NCC, earning A, B and C certificates.
Career
Roopa cleared the UPSC Civil Services Examination in 2000, securing the 43rd rank and joining the Indian Police Service. She trained at the National Police Academy in Hyderabad, where she was among the top performers in her batch and won awards in shooting. She was allotted to the Karnataka cadre.
Over the course of her career she has held numerous assignments across the state. Her postings have included Superintendent of Police in districts such as Dharwad, Gadag, Bidar and Yadgir; Deputy Commissioner of Police; Deputy Inspector General of Prisons in Bengaluru; and roles as Inspector General of Police and Commissioner of Traffic and Road Safety in Bengaluru. She has also served as Inspector General and Director of Karnataka State Fire and Emergency Services, Managing Director of the Karnataka State Housing Corporation, and Managing Director of the Karnataka State Handicrafts Development Corporation.
In 2021 Roopa was appointed Managing Director of the Karnataka State Handicrafts Development Corporation. That same year she was elevated to Additional Director General of Police and took charge as Director of the Internal Security Division of Karnataka. In September 2023 she held the rank of Inspector General of Police of the Internal Security Division.
Her work has drawn recognition: on 26 January 2016 she was awarded the President’s Police Medal for Meritorious Service.
