Daya Shankar Singh was born in 1971 in Rajpur village, Buxar district, Bihar. He later made Lucknow, Uttar Pradesh his hometown and completed higher education at Lucknow University, earning a master’s degree in medieval history in 1998. His father was Vindyachal Singh and his mother is Tetra Devi. He has at least one brother, Jitendra.

Singh has worn multiple professional hats: he is identified as a politician, businessman and lawyer. Early in his public life he was active in student politics and in 1991 contested the Lucknow University student union elections as a member of the Akhil Bharatiya Vidyarthi Parishad.

Within electoral politics he has been a long-time member of the Bharatiya Janata Party. He stood as the BJP candidate from Ballia in the 2007 Uttar Pradesh Legislative Assembly election. In 2022 he contested and won the Ballia Nagar assembly seat on a BJP ticket, defeating Narad Rai of the Samajwadi Party by a reported margin of 26,239 votes.
