Early life and background
Dinkar Gupta was born in March 1964 in Chandigarh, India. He is an Indian national who grew up in Chandigarh and later pursued higher education that includes a master’s degree in police administration. Physically, he is listed at approximately 1.65 m (5'5") in height with brown eyes and black hair.

Career
Gupta joined the Indian Police Service in 1987 and has spent his career in the Punjab cadre. Early postings included district leadership roles: between January 1992 and January 1999 he served as Senior Superintendent of Police (SSP) for Ludhiana, Jalandhar and Hoshiarpur. He later held the Deputy Inspector General of Police (DIG) posts for the Jalandhar and Ludhiana ranges and took on intelligence responsibilities as DIG (Counter-Intelligence) and DIG (Intelligence), overseeing the State Intelligence Wing, the State Anti-Terrorist Squad (ATS), and the Organized Crime Control Unit (OCCU).

Gupta’s work in Punjab focused heavily on intelligence-driven anti-terrorism operations. During the 1990s and 2000s he served in roles that connected state policing with national security. From June 2004 to July 2012 he was on central deputation and led assignments that included heading an Intelligence Bureau unit responsible for VVIP security.

After returning to state-level responsibilities, Gupta served as Additional Director General of Police (ADGP) for Law and Order and ADGP Security from 2012 to 2015. He also held portfolios for traffic management and for provisioning and modernization of police resources. From 2015 to 2017 he was ADGP for Administration and Community Policing.

In February 2019 Gupta was appointed Director General of Punjab Police, a post he held for roughly two years and seven months. In 2021 a change in the state government led to his removal as Punjab DGP and his posting as Chairman of the Punjab Police Housing Corporation; he asked for central deputation thereafter. After about a year on an offers list for central posting, the Appointments Committee of the Cabinet approved his appointment as Director-General of the National Investigation Agency (NIA) on 23 June 2022. He became the first officer from Punjab to head the NIA. The appointment was scheduled to run until his superannuation on 31 March 2024 or until further orders.

Gupta has been recognized multiple times during his career. He received a Police Medal in June 1992 for courage and devotion to duty following an April 1992 encounter, making him among the youngest officers to be awarded a gallantry medal. He was again decorated with a Police Medal in June 1994 for distinguished service, and he has been awarded medals for meritorious service and distinguished service, including one presented on Independence Day 2010.
