Early life and background

Durga Shakti Nagpal was born on 25 June 1985 in Agra, Uttar Pradesh. She grew up in a family with a father who served in government and was later awarded the President’s Medal for distinguished service at the Delhi Cantonment Board. Nagpal attended Vivek High School in Chandigarh and Loreto Convent in New Delhi before earning a B.Tech. in Computer Science from Indira Gandhi Delhi Technical University for Women in New Delhi.

She cleared the UPSC Civil Services Examination in 2009 with an all-India rank of 20. After initially joining training for the Indian Revenue Service, she reappeared for the exam and secured a place in the Indian Administrative Service. In June 2011 she was allotted the Punjab cadre.

Career

Nagpal’s early postings included work in the Mohali district administration, where she served for about fourteen months and exposed a land scam. She later held several significant administrative roles: Sub-Divisional Magistrate (SDM) of Sadar, Noida and SDM of Gautam Budh Nagar in Uttar Pradesh, Joint Magistrate of Kanpur (Rural), a posting at the Board of Revenue in Lucknow, Officer on Special Duty to the Union Minister of Agriculture and Farmers Welfare, and Deputy Secretary in the Department of Commerce at the Ministry of Commerce & Industry.

Her time as SDM in Greater Noida placed her at the center of an anti-corruption effort against illegal sand mining along the Yamuna and Hindon rivers. To curb the activity she organized enforcement actions that led to numerous FIRs, the impounding of vehicles and machinery, and the collection of fines. Those measures, which included the formation of a flying squad with police support, were credited with disrupting illegal operations and prompting arrests in multiple cases.

Controversy and suspension

Nagpal’s crackdown on illegal sand mining drew significant local attention and opposition. In July 2013 she was suspended by the Uttar Pradesh government after a demolition order related to a partially constructed mosque wall in Kadalpur village. The government cited concerns about communal tension and authority over the demolition. Supporters and several senior retired civil servants and public figures argued that the suspension was linked to her enforcement actions against the sand mafia and criticized the government’s handling of the case.

Public pressure and administrative reinstatement

Her suspension sparked widespread public debate and organized support from members of the civil service community. Following the backlash, the Uttar Pradesh government revoked her suspension on 22 September 2013. Within weeks she received a fresh posting and on 5 October 2013 was appointed Joint Magistrate of Kanpur Dehat.
