Eshwar Bheemanna Khandre was born on 15 January 1962 in Bhalki, then part of Mysore State (now Karnataka). He comes from a family with an established political background: his father, Bheemanna Khandre, was a freedom fighter who served four terms as a member of the Karnataka Legislative Assembly. Eshwara completed a B.Tech degree in 1985 from Poojya Doddappa Appa College of Engineering, affiliated with Gulbarga University.

Eshwara Khandre built his public life through the Indian National Congress. Early in his political career he joined the Congress Seva Dal and took part in its training modules. He first contested the Karnataka Vidhan Sabha elections from the Bhalki constituency in 2004 but was defeated.

He returned to contest Bhalki in 2008 and won, defeating the same opponent who had beaten him four years earlier.
