Early life and background
Frank T. Caprio was born on May 10, 1966, in the Federal Hill neighborhood of Providence, Rhode Island. He is the eldest son in an Italian-American Catholic family and grew up in Providence. Caprio completed his secondary education at Bishop Hendricken High School in Warwick, Rhode Island. He went on to earn a bachelor’s degree in economics from Harvard University and later received a Juris Doctor from Suffolk University Law School.

Career
Caprio’s public career began early. While still a senior at Harvard he was elected a delegate from Rhode Island’s 2nd Congressional District in 1987. During law school he won a seat in the Rhode Island House of Representatives for District 14 in Providence, commuting between Boston for classes and Providence for legislative work. He subsequently served twelve years in the Rhode Island Senate and chaired the Senate Finance Committee from 2001 to 2002.

As a state legislator he took an active role in affordable housing policy, helping to preserve and then expand a dedicated program that grew from an initial $5 million allocation to a voter-approved $50 million bond by 2006.

In 2007 Caprio began a four-year term as Rhode Island’s 29th General Treasurer, serving until January 2011. He was a Democratic candidate for governor in 2010 and later sought the Democratic nomination for General Treasurer in 2014.

Parallel to his public service, Caprio built a professional career in law, finance and banking. After passing the bar in 1991 he became a member of the Rhode Island and Massachusetts bars and worked on corporate, tax and finance matters. He served as in-house counsel at Cookson Group plc and later joined Chatham Capital as a limited partner and then managing director. He also practices law with the Caprio Law Firm alongside family members.

Caprio has used innovative campaign and communications approaches, including early use of on-demand television and internet-based campaign channels. His campaign materials and website received recognition during his political campaigns.

Caprio’s family has deep ties to public life in Rhode Island. His father, Frank Caprio, served as Chief Judge of the Municipal Court of Providence for many years.
