Early life and background

Girish Chandra Murmu was born on 21 November 1959 in Sundergarh, Odisha. He completed a Master of Arts from Utkal University and went on to earn an MBA from the University of Birmingham in the United Kingdom. Murmu belongs to a Scheduled Tribe community and grew up in his native Sundergarh.

Career

Murmu joined the Indian Administrative Service in the 1985 batch and was allotted the Gujarat cadre. Over a long civil service career he has held a number of senior administrative and financial posts at the state and central levels. His Gujarat assignments included roles such as Relief Commissioner, Commissioner of Mines and Minerals, Managing Director of the Gujarat Maritime Board, Joint Secretary of the Law and Order Department, and Managing Director of the Gujarat Industrial Investment Corporation. He also served as Principal Secretary to the then Chief Minister of Gujarat.

At the central level Murmu served in the Ministry of Finance with successive responsibilities that included Joint Secretary, Special Secretary in the Revenue Department, Additional Secretary in the Department of Financial Services, and Expenditure Secretary of India. He was part of the finance team during the 2019 Union Budget process.

In October 2019 Murmu was nominated by the President and appointed as the first Lieutenant Governor of the newly constituted Union Territory of Jammu and Kashmir; he took his oath in Srinagar. He resigned from the lieutenant governor post in August 2020 and the following day was appointed the 14th Comptroller and Auditor General of India.
