Early life and backgroundGorla Rohini was born on 14 April 1955 in Vishakhapatnam, Andhra Pradesh. She studied science and law, completing a Bachelor of Science degree and then a BA LLB. Her legal education was shaped by study at Osmania University in Hyderabad and the College of Law at Andhra University in Visakhapatnam.
Career
Rohini enrolled as an advocate on 18 December 1980 and began her legal career working in the office of advocate Koka Raghava Rao. Early work with Andhra Pradesh Law Journals led to roles in legal reporting and, by 1985, she had advanced to Executive Editor of the journal. In practice she appeared before the Andhra Pradesh High Court, administrative tribunals and civil courts, handling writ petitions and matters across civil, criminal, labour and service law.
She served as Government Pleader in the Andhra Pradesh High Court from January 1995 until her elevation to the bench. In that capacity she represented and oversaw work for a range of state departments including Food and Civil Supplies, Science and Technology, Environment, Energy, Finance and Planning, and Employment and Training.
Rohini was sworn in as an Additional Judge of the Andhra Pradesh High Court on 25 June 2001 and became a Permanent Judge on 31 July 2002. During her tenure on the court she handled constitutional and criminal matters and took on leadership roles such as heading the Andhra Pradesh State Legal Services Authority and chairing the Andhra Pradesh Judicial Academy. She also led the state’s Juvenile Justice Committee and was involved in producing a manual addressing the rights of women.
In 2014 she was elevated to the post of Chief Justice of the Delhi High Court, becoming the first woman to hold that office. She succeeded N. V. Ramana and served as Chief Justice until her retirement on 17 April 2017. While on the Delhi bench she was involved in significant matters including disputes over the distribution of administrative power in the national capital, litigation concerning telecom call-drop issues, privacy questions related to messaging platforms, and cases touching on the audit of power distribution companies.

The body, commonly known as the Rohini Commission, was formed on 2 October 2017 with a mandate to study unequal distribution of reservation benefits among OBC communities and to recommend a scientific method for dividing the existing OBC quota into sub-categories. The commission’s work included analysing central government employment records and admissions to central higher education institutions.
The commission’s analysis found that a small proportion of OBC castes received the vast majority of reservation benefits, while many communities remained underrepresented or unrepresented. Over time the commission’s tenure was extended multiple times, including because of the COVID-19 pandemic. After nearly six years of inquiry, the Rohini Commission submitted its report to the President on 31 July 2023. The report and its recommendations were subsequently withheld by the government pending further deliberation.
