Early life and backgroundG. Sampath Kumar was born on 6 May 1963 in Virudhunagar, Tamil Nadu. He grew up in that region and completed his schooling at Bishop Corrie Higher Secondary School in Chennai. He went on to study physics at Ramakrishna Mission Vivekananda College, earning a BSc, and later completed a Master of Social Dynamics at St. Joseph’s College, Tiruchirappalli. He also holds an MBA from the Bharathiar School of Management & Entrepreneur Development in Coimbatore.
Career
Sampath Kumar began his public service career after selection through the Tamil Nadu Public Service Commission Group-I recruitment in 1991. He was appointed Deputy Superintendent of Police on 16 December 1991. Over the next two decades he moved through the state police ranks: receiving a double promotion in 2004 to Additional Superintendent and then Superintendent of Police, and later being promoted to the Indian Police Service cadre in March 2012. His allotted cadre was Tamil Nadu and his IPS allotment year is listed as 2003.
During his service he held a range of responsibilities. Between 2009 and 2015 he worked as a Motor Vehicle Inspector in the Transport Department of the Tamil Nadu police and completed training at the National Institute of Disaster Management. In 2013 he was posted as Superintendent in the Q Branch of the Tamil Nadu Criminal Investigation Department (CID) handling internal security matters. He has also served as Commandant of the Tamil Nadu Special Police III Battalion at Veerapuram.
In terms of senior leadership roles, Sampath Kumar became Assistant Inspector General of Police (Welfare) on 30 June 2017 and was promoted to Inspector General of Police (Welfare) on 2 June 2021. He was awarded a Special Duty Medal in 2019. He retired from the Indian Police Service in 2023, after serving in Tamil Nadu police for more than three decades.

While investigating a fake passport matter in May 2013, Sampath Kumar reported finding material that led him to probe alleged spot-fixing and betting linked to Indian Premier League matches. At that time he was posted as Superintendent of Police in the Q Branch CID. Reports from the period identify a range of individuals whom his inquiry touched and note allegations that surfaced in the broader investigation. Following these events Sampath Kumar was suspended in February 2014; his suspension was later revoked and he was reinstated to service in March 2018.
A contempt of court matter connected to statements made during that period resulted in legal action. Papers filed in court included allegations and responses involving public figures named during the inquiry. In December 2023 the Madras High Court imposed a 15-day jail sentence on Sampath Kumar in relation to contempt proceedings.
