Gulab Devi was born on 1 June 1955 in Chandausi, Uttar Pradesh. She grew up in a family where her father worked as a washerman and her mother was a homemaker. She completed her schooling at BMG Inter College in Chandausi and went on to pursue higher education at S. M. College, Chandausi; Agra University (now Dr. Bhimrao Ambedkar University); and Mahatma Jyotiba Phule Rohilkhand University, Bareilly. Her formal qualifications include a B.Ed. from Agra University (1974) and an MA from S. M. College (1976).

Career

Gulab Devi’s professional life began in education. After finishing her studies she joined Bhartiya M Girls Inter College in Chandausi as a political science teacher and later served as the college’s principal. While working in education she became involved with student and social organizations, including the Akhil Bharatiya Vidyarthi Parishad during her college years and later the Rashtriya Swayamsevak Sangh as a pracharak in Uttar Pradesh.

Her political career is tied to the Bharatiya Janata Party, which she joined in 1991. Prior to that she served as a councillor of Chandausi from 1989 to 1990. She contested the Uttar Pradesh Legislative Assembly elections from the Chandausi constituency several times and was elected as MLA in 1991, 1996, 2002, 2017, and 2022.

Gulab Devi has held ministerial responsibilities in the state government. In 1997 she became Minister of State for Women’s Welfare, Child Development, and Nutrition, a role she continued to hold until 2002. In 1997 she was also a member of the Estimates Committee and later served on the Joint Committee on Scheduled Castes, Scheduled Tribes, and Denotified Castes from 2002 to 2003. Within the party, she served as a vice president of BJP Uttar Pradesh from 2008 until 2012. In 2017 she was appointed Minister of State for Social Welfare, Scheduled Castes, and Scheduled Tribes. Following the 2022 election, she was given the charge of Minister of State (Independent Charge) of Secondary Education.

Her electoral record includes defeats as well as victories: she lost assembly contests in 2007 and 2012 but returned to the legislature in later elections. Her 2022 ticket from the BJP for the Chandausi seat was contested within the party by some local workers, who resigned in protest seeking another candidate.
