Gupteshwar Pandey Biography
Gupteshwar Pandey is a retired Indian Police Service officer from Bihar who served from 1987 until his voluntary retirement in 2020. Known for leading high
Early life and backgroundGupteshwar Pandey was born in 1961 in Gerua Bandh village in Buxar district, Bihar. He grew up in a rural setting that lacked basic amenities, and his early education required long commutes to reach the nearest schools. Pandey completed his intermediate studies at Patna College (1977–79) and went on to earn a bachelor’s degree in Sanskrit from Patna University in 1981. He began an MA at Patna University but left after a year to prepare for the UPSC civil services examinations.
Pandey has described how his childhood experiences — including an incident in which a local police officer mistreated his parents after a robbery — shaped his decision to pursue a career in policing and to work toward making the police more people-friendly.
Career
After two unsuccessful attempts, Pandey cleared the UPSC civil services exam on his third try. He first joined the Indian Revenue Service during training, and then in 1986 earned a place in the Indian Police Service with the Bihar cadre. He completed his formal training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie and began a long career in the Bihar police.
Over a service span that began in 1987, Pandey held successive field and leadership roles across the state. He served as Superintendent of Police in several districts affected by Naxal activity, including Aurangabad, Jehanabad, Arwal, Begusarai and Nalanda. He also held positions as DIG in Munger and Muzaffarpur, and later served as Inspector General of the Tirhut Division (Muzaffarpur Range). Pandey advanced to roles overseeing training and other senior responsibilities before being appointed Director General of Police (DGP) of Bihar in 2019.
Pandey was a visible figure in some of the state’s major policy initiatives. Following Bihar’s prohibition on the sale and consumption of alcohol in November 2015, he became a prominent campaigner for the enforcement and public advocacy of the liquor ban. He was also involved in the state government’s push to have the Sushant Singh Rajput death case investigated by the Central Bureau of Investigation.
In his long career Pandey twice took voluntary retirement. He first stepped away from service ahead of the 2009 Lok Sabha elections and later rejoined; his initial departure and return attracted media attention. On 22 September 2020 he again took voluntary retirement while serving as DGP of Bihar and within days entered active politics.
Politics and public life
On 27 September 2020 Gupteshwar Pandey formally joined the Janata Dal (United) in the presence of Bihar Chief Minister Nitish Kumar. Pandey has stated that he would make decisions about contesting elections and party affiliation publicly when ready, and he has described his ties with the state leadership as professional.
Pandey has embraced a public persona that includes visible expressions of his Brahmin identity. He heads two temple trusts in the state and has been active in religious and cultural activities; in July 2021 he presented religious discourses after adopting saffron robes for public preaching. He has also been involved in cow welfare and related social work in Bihar.
Public profile
Pandey has been a polarizing public figure at times. His 2009 voluntary retirement to explore electoral politics prompted debate, as did some episodes during high-profile investigations that attracted media scrutiny. He has been associated with public campaigns and has used social media to communicate developments in his career and public activities.
Family and personal life
Pandey is married and has two children, a son and a daughter. His mother is alive and resides in the native village; his father is deceased. He has three brothers and two sisters. One brother, Shrikant Pratyush, is a journalist and has held leadership roles with regional news outlets.
Latest updates
After leaving the police in September 2020, Pandey quickly entered politics by joining Janata Dal (United). He has remained active in religious and public campaigning following his retirement, including campaigning around the state’s prohibition policy and delivering religious discourses in 2021. He continues to be a visible public figure in Bihar’s social and political life.
