Early life and background

Hardwar Dubey was born on 1 June 1949 in Husainabad, Ballia, in Uttar Pradesh. He grew up in the state and later made Agra his hometown. Dubey completed a Master of Arts degree from Kanpur University in 1970 and earned an LLB from Agra University in 1973. He belonged to a Brahmin family and followed Hinduism.

Career

Dubey’s political work began during his student years, when he organized and campaigned for the RSS and took on roles with the Akhil Bharatiya Vidyarthi Parishad after moving to Agra in 1969. He rose through organizational ranks and by 1983 had become minister of the metropolitan unit, a post that strengthened his local political profile.

Entering electoral politics, Dubey won the cantonment seat in the Uttar Pradesh Legislative Assembly in 1989, taking a constituency that had long been held by the Congress. He retained that seat in the 1991 elections and was appointed Minister of State for Institutional Finance in the Uttar Pradesh government later that year. His tenure as a state minister lasted until he resigned from the post in 1992.

After that period, Dubey continued to be active in state politics, though electoral fortunes were mixed. He contested a by-election for the Kheragarh assembly constituency in 2005 and was unsuccessful. He also faced a loss in an Agra-Firozabad Legislative Council contest. Despite these defeats, he maintained influence within the Bharatiya Janata Party and continued to serve the organization in senior roles.

In 2011 Dubey was named the party’s State Spokesperson, and in 2013 he became a State Vice President. In November 2020 he achieved a major milestone when he was elected unopposed to the Rajya Sabha as a Member of Parliament representing Uttar Pradesh.
