Early life and backgroundHari Shankar Tiwari was born in Tanda village in the Chillupar area of Gorakhpur district in what was then the United Province of British India. Sources list his birth date as 5 August, with two different years reported. He pursued higher education at Gorakhpur University, completing a Master of Arts by 1961 and later enrolling for a PhD in sociology in 1984, a program he did not complete. Raised in a Brahmin family, his father was Bhola Nath, who worked as a priest.
Career
Tiwari developed an influential profile in eastern Uttar Pradesh through decades of local activity that blended social work and politics. He first won election from the Chillupar constituency in 1985 while he was in jail — an outcome described as a first for India — and went on to represent the seat across six consecutive terms until 2007. Over the course of his career he served in cabinet positions in Uttar Pradesh under multiple chief ministers.
Throughout his political life he moved between parties. After his initial independent victory, he joined the Indian National Congress and is recorded as having a close relationship with leaders of that era. Later he associated with the All India Indira Congress (Tiwari) and went on to help found a regional formation, the Akhil Bharatiya Loktantrik Congress, in October 1997 alongside several other political figures.
Tiwari’s electoral fortunes declined after 2007. He lost the Chillupar seat to Rajesh Tripathi in both the 2007 and 2012 legislative elections. Following the 2012 defeat he stepped back from active electoral politics, though he remained a notable local figure with continuing influence in the region.

Tiwari was married to Ramlali Devi and had three children: two sons, Bheeshma Shankar Tiwari (also known as Kushal Tiwari) and Vinay Shankar Tiwari, both involved in politics, and one daughter. He was a follower of Pandit Acharya Shri Ram Sharma and maintained a daily practice of reciting the Gayatri mantra.
Health and death
In later years Tiwari suffered from kidney and heart ailments. On the evening of 16 May 2023 he experienced discomfort at his home in the Dharamshala locality of Gorakhpur and passed away. His body was taken to his ancestral village Tanda, where followers and local supporters gathered to pay respects. Political leaders expressed condolences and public tributes followed his death.
