Early life and background

Harjot Singh Bains was born on 15 November 1990 in the village of Gambhirpur, Shri Anandpur Sahib, in the Rupnagar district of Punjab.He grew up in a middle-class family; his father, Sohan Singh Bains, ran a transport business while his mother, Palwinder Kaur, is a homemaker.His paternal grandfather worked on the Bhakra Nangal Dam project and his maternal grandfather was a prominent contractor in Nangal.

Bains completed his school education in Shri Anandpur Sahib and went on to study law.He earned a B.A.LLB (Hons) in 2014 from Panjab University’s regional centre at Ludhiana and later pursued a program in International Human Rights Law at the London School of Economics and Political Science.

Career

While still young, Bains became active in social movements and politics.At 18 he helped establish a pan-Punjab youth organisation and he participated in the India Against Corruption movement in 2011. He was among the early organisers of the Aam Aadmi Party in Punjab and, at 23, was a founding member of the party’s Punjab unit.

During the AAP’s 2013 Delhi campaign he led a small team responsible for managing the Hari Nagar and Tilak Nagar areas. After the party’s success in Delhi, he became the convener for AAP in Punjab and later took on roles including youth wing chief for the state. He led a 15-day Nawa Punjab March in 2016 to raise awareness about drug abuse, covering roughly 300 kilometres across Punjab.

Bains practised as an advocate at the Punjab and Haryana High Court in Chandigarh for a period after his studies in London, before moving into full-time politics. He contested the 2017 Punjab Legislative Assembly election from Sahnewal as an AAP candidate and finished with a significant vote tally though he did not win that contest.

He continued to serve the party as a spokesperson and member of AAP’s national executive. In 2022 he contested the Punjab Legislative Assembly election from Anandpur Sahib and won decisively, defeating the Congress candidate by a large margin. The Aam Aadmi Party formed the Punjab government that year with Bhagwant Mann as Chief Minister.

Public office and ministerial roles

On 19 March 2022 Bains was sworn in as a cabinet minister in the Punjab government, becoming one of the youngest cabinet ministers in the state’s history. Initially assigned responsibilities including Legal & Legislative Affairs, Mines & Geology, Jails, and Tourism & Cultural Affairs, he later also served as the state’s minister for education following a cabinet reshuffle.

As Jails Minister he pursued measures to curb inmates’ unauthorised use of mobile phones, reported a large number of confiscations since the new government took office, and initiated recruitment to address staffing shortages. He also spoke about modernising prisons and turning them into correctional facilities.

In his role overseeing mines, Bains introduced stricter regulations aimed at curbing illegal activities in the sector. During his brief tenure as Tourism & Cultural Affairs minister he administered the responsibilities tied to that portfolio before being reassigned to the education ministry, where he took charge of Higher Education and School Education along with Technical Education & Industrial Training and Languages.

As Education Minister he focused on improving facilities and raising admissions in government schools, organising workshops for education officers and proposing measures such as campus managers for senior secondary schools and grants to improve sanitation and cleanliness.
