Mahajan’s political journey began in 1972 when he joined the Indian National Congress. Over the following decades he took on a series of party and government roles in Himachal Pradesh. In 1989 he was appointed president of the Himachal Pradesh Youth Congress. He served as parliamentary secretary of the Himachal Pradesh Legislative Assembly on two occasions, first in 1993 and again in 1998.

Between 2003 and 2008 Mahajan was a cabinet minister responsible for the animal husbandry department in the Himachal Pradesh government. Later, from 2013 to 2018, he chaired the Himachal Pradesh Cooperative Department. During his time as chairman of the State Cooperative Bank, the institution won three national awards under his leadership.
