Early life and background

Himanta Biswa Sarma was born on 1 February 1969 in Gandhi Basti, Ulubari, Guwahati, Assam. Raised in Guwahati, he attended Kamrup Academy School and went on to study at Cotton College and Government Law College under Gauhati University. His academic record includes a bachelor’s and master’s degree in political science, an LL.B., and a Ph.D.

Sarma showed an early interest in public life and debate. While at college he served as general secretary of the student union and was awarded for his debating. As a young person he also worked as a child artist in an Assamese film. After finishing his legal studies he practiced law at the Gauhati High Court from 1996 until 2001.

Career

Sarma entered electoral politics in 2000 when he joined the Indian National Congress. He won his first Assam Legislative Assembly election in 2001 from the Jalukbari constituency, defeating a prominent opponent. He retained the Jalukbari seat in 2006 and again in 2011.

During his time with the Congress-led state government, Sarma held several ministerial responsibilities. Between 2002 and 2014 he oversaw portfolios that included agriculture, planning and development, finance, health, education and implementation of the Assam Accord. He served as Health Minister beginning in 2006 and later took charge of the education portfolio in 2011. His tenure as education minister saw the establishment of medical colleges in Jorhat, Barpeta and Tezpur and a major teacher recruitment drive through the TET system.

After policy differences and political disagreements, Sarma resigned from his party positions and from the Congress in 2014. He resigned his assembly seat in 2015 and subsequently joined the Bharatiya Janata Party that same year. Within the BJP he was given a leading role in election management in Assam and was elected from Jalukbari again in 2016. In May 2016 he was sworn in as a state cabinet minister with a wide-ranging set of portfolios including finance, health and family welfare, education, planning and development, tourism, pension and public grievances.

On 10 May 2021 he became the 15th Chief Minister of Assam, succeeding the previous incumbent. Beyond government roles, Sarma has taken on leadership positions in sports administration: he was elected President of the Badminton Association of India in April 2017 and has held roles with the Assam Cricket Association.
