Jagroop Singh, popularly referred to by the nickname Roopa, was born in 1992 in Jaura Village, Patti, in the Tarn Taran district of Punjab. He grew up in a family headed by his father Balwinder Singh, who worked as a driver and later farmed two acres of land, and his mother Palwinder Kaur, who was a homemaker. Jagroop had a younger brother, Ranjot Singh, who served in the Indian Army.

During his school years he fell in with the wrong crowd and developed a drug habit. He left his studies before completing them and took a job at a motorcycle agency for a short period. Over time his addiction deepened; family members said he began selling household items to support his habit and that repeated attempts by his parents to persuade him to stop were unsuccessful. Tensions at home escalated to the point that his parents asked him to leave in 2017, after which he moved away from the village.

Local authorities classified Jagroop as a Category-B gangster. Police records listed multiple cases registered against him across Punjab, including in Tarn Taran, Amritsar, Jalandhar, and Ferozepur.
