Jaya Jaitly was born on 14 June 1942 in Shimla, Himachal Pradesh, into a family with a history of public service. Her father, K. K. Chettur, served as an Indian Administrative Service officer and was posted in several countries as a diplomat; her childhood included time abroad in places such as Japan and Burma. Her mother came from a royal family in Kerala and worked to support the family after her husbands death, including serving as a social secretary in Brussels and later teaching English to children of domestic staff in Delhi well into her later years.

Jaitly completed her schooling at the Convent of Jesus and Mary in Delhi and went on to graduate from Miranda House College, where she was crowned Miss Miranda.
