R. N. Joe D'Cruz was born in 1969 in Uvari, a coastal village in the Tirunelveli district of Tamil Nadu. He grew up in the local villages of Uvari and Idaiyangudi, attending school there before moving to higher studies in Chennai and Tiruchirapalli. He earned an M.A. in Economics from Loyola College, Chennai, and completed an M.Phil at St. Joseph's College, Tiruchirapalli. He belongs to a Roman Catholic Paravar community with roots in the region's fishing traditions.

Joe D'Cruz pursued two parallel professional paths: maritime commerce and literary work. After completing his education he joined the commercial shipping industry and has long-standing leadership experience there, including roles such as President of NTC Logistics Private Limited and Vice President at J. M. Baxi & Company. In 2017 he was named as a member of the National Shipping Board under India's Ministry of Shipping.
