He earned an M.A. in Economics from Loyola College, Chennai, and completed an M.Phil at St. Joseph's College, Tiruchirapalli. Joe D'Cruz pursued two parallel professional paths: maritime commerce and literary work. After completing his education he joined the commercial shipping industry and has long-standing leadership experience there, including roles such as President of NTC Logistics Private Limited and Vice President at J. M. Baxi & Company. In 2017 he was named as a member of the National Shipping Board under India's Ministry of Shipping.
As a writer, Joe D'Cruz has published novels and poetry in Tamil that engage deeply with coastal life and the history of fishing communities.
