Early life and background
Juli A Mathew was born Juli Anna Thomas in Vennikulam, Thiruvalla, Kerala. She spent her early childhood in that town and later moved with her family to the United States in 1986. Her mother, a nurse, relocated to Pennsylvania first and was later joined by Juli and her father. Juli completed high school in Philadelphia and recalls how her parents’ struggles with a business dispute shaped her interest in the law.

Her parents are Thomas Daniel, a pharmacist, and Susamma John Thomas, a nurse. Juli grew up in a Malayali Christian household and attended St. Thomas English Medium U.P. School in Vennikulam before continuing her education in the United States.

Education
Juli earned a bachelor’s degree in administration of justice and sociology from Penn State University. She went on to obtain her Juris Doctor (JD) from Delaware Law School. She also pursued study of the Dutch criminal justice system at the University of Leiden in the Netherlands.

Career
Juli A Mathew began practicing law in Texas in 2006, joining Hosto Buchan Prater & Lawrence as a creditor rights litigation attorney. She worked in creditor rights and litigation roles across several firms: Wolpoff & Abramson (2007–2009), Brachfeld Law Group as in-house counsel and compliance attorney (beginning 2010), Regent as a litigation associate (2011–2012), and various independent practice engagements thereafter. She served as an attorney at O’Connor and Associates (2014–2015) and Zwicker & Associates, P.C. (2015–2018).

While continuing in private practice, Juli also served the local community as an Associate Municipal Judge in Arcola, Texas from September 2017 to December 2018.

In November 2018 she won election to the Fort Bend County Court at Law No. 3, becoming the first Asian American woman elected to that bench. She was reelected to the same seat on November 8, 2022. Her second-term swearing-in took place by videoconference from Kerala, where she took the oath before the district judge while placing her hand on a Bible held by her husband.

Judicial initiatives
As a judge in Fort Bend County, Juli has been involved in specialized programs aimed at diversion and support. She founded a Juvenile Intervention and Mental Health Court and launched community-focused projects serving county residents.
