Early life and background

Subhasis Talapatra was born on 4 October 1961 in Udaipur, Tripura. He studied at the University of Calcutta, where he completed a BA LLB. Identified with a career in the law from early on, Talapatra enrolled with the Bar Council that covers several northeastern states in India on 12 September 1990, giving him the right to practise across that region.

Career

Talapatra began his legal practice focusing on civil, constitutional and criminal matters, with significant work at the Agartala Bench of the Gauhati High Court. Over time he gained recognition at the Gauhati High Court and was designated a senior advocate there on 21 December 2004.

His judicial career formally began when he was appointed an Additional Judge of the Gauhati High Court on 15 November 2011, a position he held until 13 September 2013. On 13 September 2013 he joined the Tripura High Court as a judge and served there until 10 June 2022. During his tenure in Tripura he twice acted as the court’s Acting Chief Justice: first for a brief period in November 2018 and again in November 2019.

While serving in Tripura, Talapatra took on a number of administrative and service-oriented responsibilities. In 2017 he became the executive chairman of the Tripura State Legal Services Authority. He has also chaired the Juvenile Justice Committee, led the Computer Committee and eCourts project, and chaired the committee for establishing a National Law University. From 2018 he has been listed as a member of the Krishna Water Disputes Tribunal.

On 10 June 2022 he was sworn in as a judge of the High Court of Orissa, moving from the Tripura bench to the Orissa High Court. In July 2023 the Supreme Court collegium proposed his name for the position of Chief Justice of the Orissa High Court.

Talapatra has participated in international training and conferences related to justice and legal administration. In March 2018 he attended the World Congress on Justice for Children organized by UNESCO in Paris. Later that year, in September 2018, he took part in Phase-II Counter-Terrorism training under a faculty exchange program held in Washington, D.C. and Orange County, California.
