Justice SV Bhatti Biography

Justice Sarasa Venkatanarayana Bhatti is a senior Indian jurist who has served across multiple High Courts and was elevated to the Supreme Court of India.‑

Early life and background
Sarasa Venkatanarayana Bhatti was born on 6 May 1962 in Madanapalle, Chittoor district of Andhra Pradesh. He completed his legal education with a bachelor’s degree in law and later practised at the Bar. He is an Indian national and lists New Delhi as his hometown.

Career
Bhatti began his formal legal career when he enrolled as a member of the Bar Council of Andhra Pradesh on 21 January 1987 and started practising in the High Court of Andhra Pradesh at Hyderabad. Over the years he developed specialisations in environmental law and practised across civil, labour, industrial and constitutional matters. He represented several public bodies as standing counsel, including Hindustan Shipyard, the Andhra Pradesh Pollution Control Board, Indian Maritime University, Bharat Heavy Electricals Limited, Bharat Electronics and other state undertakings. Between 2000 and 2003 he served as Special Government Pleader.

On 12 April 2013 Bhatti was elevated as an Additional Judge of the High Court of Andhra Pradesh. Following the reorganisation of the state judiciary after the formation of Telangana in 2014, he continued to serve at the High Court of Judicature at Hyderabad and then at the Andhra Pradesh High Court in Amaravathi until March 2019. He was transferred to the Kerala High Court on 19 March 2019, where he served as a judge and later as acting Chief Justice from 24 April 2023.

He was appointed Chief Justice of the Kerala High Court on 1 June 2023 and held that office until 13 July 2023. On 14 July 2023 he took oath as a judge of the Supreme Court of India, joining the top court’s bench alongside another appointee.

Throughout his tenure on the bench, Bhatti authored and sat on decisions that touched on employment, medical negligence, taxation and minority rights within religious institutions. His rulings include a finding that employers could not condition promotion, seniority or permanent appointment on women’s willingness to work night shifts in the context of an industrial dispute; recognition that the doctrine of res ipsa loquitur may apply in certain medical negligence claims where unexpected outcomes suggest negligence; a direction that tax withholding provisions apply to teachers who are nuns and priests regardless of internal religious practices; and a decision affirming that a mosque congregation cannot exclude Muslims of other sects from prayers or burial in a public burial ground on its property.
