Kapil Sibal was born on 8 August 1948 in Jalandhar, Punjab, and is identified as a member of the Khatri community. He grew up in Chandigarh, which is listed as his hometown, and attended St. John's High School there. He later studied at St. Stephen's College, New Delhi, where he completed an M.A. in History and earned a Bachelor of Laws. Sibal went on to pursue further legal studies at Harvard Law School, obtaining an LLM in 1977.

He comes from a family with a strong legal and civil service background. His father, Hira Lal Sibal, was a well-known advocate who was honoured with the Padma Bhushan and recognised internationally for his contributions to the law. Kapil Sibal's siblings include brothers who served in the Indian Administrative Service and the Indian Foreign Service; his brother Kanwal Sibal served as Foreign Secretary of India.

Career

Kapil Sibal built a prominent career both at the bar and in politics. He practised law at the Supreme Court of India and served as Additional Solicitor General of India between 1989 and 1990. He also served multiple terms as President of the Supreme Court Bar Association. His legal experience included addressing Parliament during the impeachment proceedings of a Supreme Court justice in the early 1990s.

Sibal entered parliamentary politics when he was nominated to the Rajya Sabha in 1998, representing the Indian National Congress from Bihar. Over the years he has been a member of several parliamentary committees and held party responsibilities including Secretary of the Congress Parliamentary Party. He won election to the Lok Sabha for the first time in 2004.

In government, Sibal has held a range of Cabinet portfolios. In 2004 he was made Union Minister for Science & Technology and Earth Sciences. He later served as Union Minister of Human Resource Development following his re-election in 2009, and in January 2011 he took charge as Union Minister for Communications and Information Technology.
