Early life and background

Kaushal Kishore was born on 25 January 1960 in Begariya village, Kakori, in Lucknow district, Uttar Pradesh. He completed his schooling at Kalicharan Inter College, Lucknow, and went on to earn a B.Sc. degree from Shiya Degree College, Lucknow. He belongs to the Pasi community and follows Hinduism.

Career

Kishore began his political journey with the Communist Party of India. He contested multiple elections from the Malihabad assembly seat beginning in 1989 and through the 1990s, standing repeatedly as a CPI candidate and later as an independent. After being expelled from the CPI in 2001, he formed his own organisation, the Rashtrawadi Communist Party, in 2002 and won the Malihabad assembly election that year, serving as a Member of the Legislative Assembly from 2002 to 2007.

Shortly after becoming an independent MLA, he was appointed Labour Minister in the Uttar Pradesh government in 2003, a post he held until his resignation in 2004. Kishore continued to contest state and national elections over the next decade on his party’s ticket, standing in legislative assembly and Lok Sabha contests with mixed results.

In 2013 he merged his party with the Bharatiya Janata Party and joined the BJP. He rose within the party ranks to become the state president of its Scheduled Caste wing and stood as the BJP candidate for the Mohanlalganj Lok Sabha seat in 2014. He won that election decisively and was re-elected from the same constituency in 2019. From 2014 onwards he served on parliamentary standing and consultative committees, including the Standing Committee on Home Affairs and the Standing Committee on Personnel, Public Grievances, Law and Justice.

On 7 July 2021 Kaushal Kishore was appointed Union Minister of State in the Ministry of Housing and Urban Affairs, a position he held while continuing his duties as Member of Parliament.

Kishore’s political record includes many contests across decades—from local assembly battles in Malihabad to multiple attempts at Lok Sabha seats—reflecting a long-term presence in Uttar Pradesh politics. He has been involved in issue-driven campaigns, including demanding renewed inquiries into the 2008 Malegaon blasts after allegations about investigative conduct surfaced.

Personal life

Kaushal Kishore married Jai Devi Kaushal on 24 April 1984. Jai Devi has also been active in politics, serving as an MLA in the Uttar Pradesh Legislative Assembly. The couple had four sons: Akash (deceased), Ayush, Vikas and Prabhat. Vikas has been active in party organisational roles and Prabhat is also involved in politics.

The family has faced personal tragedy and controversy. Their son Akash died in October 2020; following that loss Kishore launched an anti-drug initiative, Nasha Mukt Samaj Andolan–Abhiyan Kaushal Ka, aimed at raising awareness about substance abuse. In August 2022 he announced another campaign, Hindustaniyo Nasha Chodo, focused on similar goals and public pledges against drug use.

Kishore has publicly criticised the Uttar Pradesh government’s handling of the COVID-19 pandemic after the death of his elder brother during the second wave, and his statements on social issues have at times attracted criticism from political peers.
