Laxmi Singh was born on 2 May 1974 in Lucknow, Uttar Pradesh. Raised in the same city she would later serve, she performed strongly in school, finishing second in Uttar Pradesh in her class ten board examinations. She completed her schooling at Loreto Convent Intermediate College in Lucknow and went on to earn a B. Tech in Mechanical Engineering from the Institute of Engineering and Technology, Lucknow, where she was a gold medallist. She later obtained a Master of Arts in Sociology.

Career

After preparing for the civil services exams following her postgraduate studies, Laxmi cleared the exam in 2000 and joined the Indian Police Service as a member of the 2000 batch in the Uttar Pradesh cadre. During her probation at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad she was named the best probationer.

Over the years she has held a range of leadership positions across Uttar Pradesh. Her postings have included Superintendent of Police and Senior Superintendent of Police in cities such as Banaras, Chitrakoot, Gonda, Farrukhabad, Baghpat and Bulandshahar. She served as Deputy Inspector General in the Pradeshik Armed Constabulary in Meerut, where she led operations and raids aimed at curbing criminal gangs in the district. She has also been posted as Deputy Inspector General in the Special Task Force and has served at the ranks of Deputy Inspector General, Inspector General, Additional Director General and Director General within the Uttar Pradesh Police.

In 2017 she led the police inquiry into a high-profile case in Unnao that resulted in arrests related to a poisoning incident. In recognition of her work, in 2019 she was promoted to Inspector General of Police for the Lucknow range. While serving as IG she led teams that cracked several high-profile criminal cases.

She later became Principal of the Police Training School in Meerut, where her tenure coincided with national recognition for the institute: the Union Home Ministry awarded the school a cash prize and declared it the top police training institute in the country. The state government also appointed her as the nodal officer for Mission Shakti.

In 2020 she was assigned by the Uttar Pradesh government to investigate police conduct in the Kanpur encounter that resulted in multiple deaths, including a senior officer. On 28 November 2022 she was appointed Police Commissioner of the Gautam Budh Nagar Commissionerate (Noida), making her the first woman to hold the post of police commissioner in Uttar Pradesh.
