Early life and background

Lokesh M was born on 3 April 1976 in Bangalore, Karnataka. He completed his higher education at Bangalore University, earning a B.D.S. degree and worked as a dentist for a period before entering the civil service. He is married to Shraddha Lokesh (also listed as Shraddha Ulvekar) and is identified as being from Bengaluru.

Career

Lokesh joined the Indian Administrative Service in the 2005 batch and was allotted to the Uttar Pradesh cadre. His early administrative training included a second phase of Assistant Magistrate and Collector training that began on 3 June 2006 in Aligarh and concluded in August 2007.

Following training, Lokesh held a series of district-level and departmental appointments across Uttar Pradesh. He was appointed Joint Magistrate and Collector of Saharanpur in August 2007 and went on to serve as Chief Development Officer in Prayagraj in May 2008. He was named District Magistrate and Collector of Kaushambi in May 2009, a post he held until February 2011. Subsequent district postings included Amroha, Ghazipur and Etah, where he served through late 2013.

During his tenure he also undertook in-service training programs: a Public Policy and Management course at the IILM Institute for Integrated Learning in Management in Delhi (2012–2013) and a Natural Resource Management program at the Administrative Training Institute in Mysore (2013–2014). He participated in a mid-career training (MCT Phase-3) in 2015.

From late September to early December 2013, Lokesh worked as Special Secretary in the U.P. Horticulture and Food Processing Department in Lucknow, and from December 2013 to February 2014 he served as Special Secretary in the U.P. Housing and Urban Planning Department.

He returned to district leadership as District Magistrate and Collector of Kushinagar (February 2014–March 2016) and then briefly as District Magistrate and Collector of Mainpuri in 2016. Lokesh served on inter-cadre deputation to Karnataka State from July 2016 to July 2021.

After returning to Uttar Pradesh, he was Divisional Commissioner in Saharanpur from July 2021 to May 2023. During that period he led initiatives that included the development of local attractions such as a Herbal Park and a Butterfly Park, and he organized public-awareness activities such as a rally in April 2022 aimed at cleaning and improving the Pundhoi River.

Later postings included a short stint as Divisional Commissioner in Kanpur Nagar at the end of May to early June 2023, and he was designated Divisional Commissioner and Labour Commissioner of Kanpur Nagar on 31 May 2023. In July 2023 he was appointed Chief Executive Officer and Managing Director of the Metro Rail Corporation in Gautam Buddh Nagar.
