Mamman Khan was born on 4 April 1967 in Ferozepur Jhirka, Haryana. Raised in the area he later came to represent, he completed his schooling at S.M. Hindu Senior Secondary School in Sonipat and went on to earn a Bachelor of Engineering degree in civil engineering from Bangalore University in 1994.

Khan is a member of the Meo-Muslim community. He is married to Shamshaad and the couple have four children: one son and three daughters. His father is named Mohammed Hanif.
